So I found a workable way to do the feet/toes on the Chewie stilts.
I'm going to glue the latex toes I have onto some upholstery foam and then attach it to the stilt foot - that will allow the foot to flex while I walk. I bought a couple tubes of Goop to attach the toes to the foam, but I have a question.....
What would be the best to spread the Goop out once I squeeze it onto the toes and the foam???

I have found that an ice cube works the best. It may melt a little, but it won't have any effect on the holding power. Try it. It really works!
