A classic question I get all the time, and my canned response is "depends on how it looks when worn."
The general guideline for Imperial Officer boots is that they are high, and come up to just below the knee cap. There's a general misconception that a black boot is a black boot and that's all there is to it.
Crew, TIE pilots, AT-ST drivers, gunners, and Imperial Navy wear what's colloquially called "Imperial issue" boots, which are the calf-height boots, typically biker or engineer boots. Jackboot is also another common term.
Officers' boots have taller shafts. Equestrian boots are the closest in style, and are distinctively different from the shorter, more common boot types.
