New costume process

I have a new costume I'd like to submit to the CRL. Who should I contact to get the ball rolling? I am chatting directly with the artist in the hopes we can surpass the 3 appearances requirement to get research sources. It currently appears in comics.

You work with the GML who will in turn work with any detachment leaders and/or LMO.
