Guest Trooper status for new costumes

Read at one time but cannot find it again the procedure to get "guest trooper" status for a brand new costume not yet approved by GML?

If the EC okays AND the event is not an LFL event (i.e. major/minor league sporting events) the guest trooper or member with unapproved costume can submit pics as they would for regular approval to the GMLs (chillywill and myself).
